Why PayPal doesn't work from inside Iran
PayPal is built on the cards and bank accounts of supported countries, and Iran is not on that list. Even with an active PayPal account, you can't connect any domestic card or account to add funds. That's why most people turn to an intermediary — and that's where the difference between a transparent service and a private seller starts to matter.
