Why it's hard
A university application fee, SEVIS I-901, UCAS fee, or a test registration like TOEFL or IELTS all go through a foreign-currency gateway that doesn't accept an Iranian card. Unlike many foreign payments, these usually carry a hard deadline: miss the date and the file or exam slot is gone.
Because these amounts are usually small ($25–$200), a percentage fee doesn't make sense here the way it does for embassy or tuition payments — it would be disproportionate to a small amount. That's why this line charges a flat fee instead.
What's in scope
Filling out the form, preparing documents and the application file itself are yours. What rima does is one specific thing: the amount the university, SEVIS or test centre asked for, paid inside the deadline, with the receipt handed back to you.
How it works
The portal's payment link, your SEVIS ID or test reference, and the applicant's name as it appears on their documents.
The Toman equivalent is calculated at the day's rate plus the flat fee and shown before you pay.
The payment is made and its receipt is filed for you. The order status stays in your panel with its date.
Pricing
The exchange rate is the one rima publishes openly on the site — visible before you order. The flat fee is separate and does not change with the order amount.

This fee is a flat amount, not a percentage: $2 on a $25 order is the same $2 on a $500 order. That's why the effective-rate column shrinks as the amount grows.
This table is computed by the same function the checkout uses, so it cannot promise a number the payment won't honour.
